It's impossible to say what a 'proper' Stratos time would be round that track, except that'd be a whole lot quicker than the Stig's! It's a car that requires a distinctive driving style and, really, considerable experience. Also, the Strat was at its best on loose surfaces, where a skilled driver could exploit its wayward back end to good effect -- tarmac was never its forte. The most depressing thing about the Top Gear debacle, however, was the description of the problems experienced with the test car (if indeed there really were any such problems) as 'typically Lancia'(or somesuch) when the car in question was in fact an English-built replica with an Alfa-Romeo engine! A typical Clarkson cheap jibe, purely for effect.
